I read the a16z rant - and it is a rant. I’d love to know the context and why a grown up company would think that it is a device that would work with other grown ups at this or any other time. 

Clearly I don’t get it.

Tradfi coder by day, hacker by night. Doesn’t know night from day. Freelance scribe. Dad cook. Dog butler.  Happy Grandpa. Draws badly.

Manifestos have been instrumental in shaping philosophical, intellectual, and cultural movements for centuries. It’s a writing style that’s meant to evoke the very emotion you’re feeling. 

I think the context is technology is core to society progressing, and there’s a belief that e/acc is needed and good.

There are manifestos (which btw are a legitimate uk political devices like white papers, also repurposed badly by tech) and then there are the meandering blatherings of solipsistic thought bubbles.
