If your Villain is always subject to malice, it becomes less terrifying and you can predict what they do next. What makes a Villain terrifying? Uncertainty - This can be derived from wether or not a villain knows a key information. Motivation - Why they do what they do. And if they have multiple motivations which are completely opposite and can't be achieved at same time, it make the character more unpredictable.
