it's not a problem of permissioning. it's a UX problem. 
it's not whether *i can* play it. 
it's that playing is not the first thing i'm being allowed to do. 
it's the fact that that the primary action is not what it supposed to be.

oh i agree. I think there are wayyyyyyyy too many UX problems because developers have been trying to game the monopoly game. 

i was just wondering if you as the user have a preference of if you were to be allowed too immediately play once only is that okay.
