Beeper ( beeper.com ) is halfway there, but not good enough. What lets you search chats across all apps? Surely this must exist.

No consumer product like that really. Next viable option is to use open source projects that handle extraction and normalization of chat exports, like whatstk or chat-history-manager. It requires manual exporting and file management so it's not real time.
