Would it be possible to play the game even if people do not follow one another? Or incentivize people to follow one another and see who else is playing? I find myself not being able to transfer the hotpotato to anyone because they don't follow me back and not being able to pass it those who follow me too.

I think this is a good rule for starting a game or adding new people to your game. Idea is to have you interact with people you already know a bit. Don't want it to become annoying to users. But after you are already in a game, it doesn't matter if you follow each other. you can pass to anyone in your game.
