Update to Warpcast Active Badge

Quality was declining, so we added two new requirements:

1. Account created at least 7 days ago

2. At least 100 followers

Reduced the number of active badge holders from ~2000 to ~1000.

Surely there is an appropriate activity level regardless of follower count for the ACTIVE badge. 

If my math is correct oven been >2 for a month. Not saying I deserve anything special. Just don’t bite the hand that feeds.
