You’re hungry. You have two choices: 

a) Steal a pet, spend a crap ton of time preparing the carcass, and you don’t really know what you’re getting. 
b) Walk into a store and steal a pack of ground beef or beef jerky or hot dogs something? 

You’re stealing/breaking the law either way. Option a is high rate of getting caught and high effort. Option b, probably get away with it, and very low effort.

So option a is high risk, low reward.
Option b is low risk, high reward.
