High Signal, Low Noise

think following people is the best way to welcome them into the network. more people, especially large accounts on the autofollow list, should be following new, smaller accounts as appropriate. 

accounts with the most followers are the easiest to safely unfollow, their casts show up in my feed all the time (noisy)

users being able to see who unfollows changes the dynamics slightly. good not to take it personally but hard not to. 

emphasis on a follow as an act of welcome to newer accounts is still a good norm - if the new account has great casts!
