Idea to make @clanker a better launchpad cc @proxystudio.eth 

$clanker behaves as a governance token:
No token submission is launched without people holding $clanker voting on yes/no

Then:
if a token is approved for launch, a percentage of the supply (10%?) is divided pro-rata to the voters based on their $clanker holdings.
(incentivizing holders to hold $clanker and vote)
