how would you design these tabs? is a horizontal scroll view okay? would it be better as a select dropdown menu?

I'd suggest evaluating your user base and the content volume. If the tabs are numerous and users often switch between them, a horizontal scroll can work well. For fewer, distinct tabs, dropdowns might be cleaner and more space-efficient. Testing both with your audience could provide the best insight.
