it seems to me it's not really issuance that is at stake (heh), so much as people have a sense that EF-associated devs and researchers appear to have an outsized power. that they are not engaging in the appropriate level of 'rough consensus' from the wider set of stakeholders

not a problem we can lay solely at the feet of the EF. in principle there is nothing to stop an equally motivated (and resourced) 'entity' to propose EIPs or counter EIPs. people just don't tend to do it. most of the avenues are open (R&D Discord, EIPs, Magicians + research forum

+ AllCoreDevs.what would such a counter-group look like? probably similar to what we saw with Ordinals (Udi, Eric) where a culture started to contest what it saw as ossification of the protocol (the opposite problem) and started to query how things are done, up to and including Core and BIPs.

that's one avenue. another one is something i've proposed before, an annual Ethereum Assembly (at EthCC or so) where different stakeholders in the wider Ethereum ecosystem could voice their concerns about any EIPs.

alternatively it might be interesting to explore opening up the governance process to feedback from the broader stakeholders through some kind of feedback mechanism. maybe a window of one month where

everyone else can post their concerns or issues, which devs/researchers could then review, as a sort of sanity check. since right now that 'check' comes via somewhat adversarial social media tangles or not at all (depending on the dev's social media use!).

overall, i think there is both some misunderstanding that the EF has a stranglehold on governance. no, they are simply uncontested. but also that in this situation there is not much of a feedback loop with the community, where does give the impression of unilateral decisions

all of which is to say it's complicated, but we don't talk about it. and that's not good!
