I was curious about how people were framing this as an anti free speech/anti encryption move, when Russia, which has absolutely no respect for free speech let's telegram operate freely and seems to even encourage it

Agreed. I think there are two pieces of information that are not getting enough attention. 

1. The Russian state + cronies have been big investors in Telegram (see attached image). 

2. Russian MPs are very upset at his arrest (https://www.ft.com/content/c5d40e3c-9f9c-43dc-a467-1c713b40c168)

I appreciate this is a complex situation, where we don't know enough yet. Too early to jump to conclusions, and certainly to just blindly label this a clampdown on free speech
