Tying ribbons and leaving notes is a common occurrence in tourist places. 

people believe that it will fulfill their wish, although it never works. 

at the same time, a huge amount of garbage is generated, because people leave everything from paper and plastic wet wipes, to pieces of scotch tape and socks. 

I think this is a stupid and rubbish tradition, while absolutely stupid and very common.
