No, contracts can't sign in the same way that EOA (normal metamask wallets) can sign messages. Shamans are contracts that can be attached to a DAO with certain permissions (e.g. mint or burn shares or loot). Does that make things more confusing?

okay, so shamans are like contracts with multi steps and more permissions, but can't sign a transaction and 1271 lets contracts sign transactions?

shamans are contracts. and they can have arbitrary additional functionality (multi steps?). And they have permission on the DAO they are attached to, meaning they can change the DAO without a proposal.
