For several weeks, the only advertisements I encounter on X are scams masquerading as promotions for a token supposedly being airdropped or pre-sold by Elon. Reporting these scams seems futile, as they reappear the following day with altered text, images, and creators. 

Is this what we can expect in X’s libertarian framework where anything is permitted, allowing scammers to operate freely as long as they pay for advertising? 

I find it hard to believe that X isn't aware of the situation, considering the volume of reports submitted. So, is it a case of incompetence or a deliberate choice?
