Knowing everything from the past decade of bootcamps, how would you design a tech professional training program that can rival 4 year universities?

One idea I thought about comes from soccer 

Where feeder teams will develop talent but charge transfer fees to bigger teams who have more money

So in practice, companies will bear the burden of training, but be incentivized to do so. If a “trainee” leaves for another company, a transfer fee may be assessed
