how to use $degen for tipping

~ read about it at degen.tips (and then buy some)
~ create tip wallet `@degentip !create`
~ check balance `@degentip !balance`
~ gib degen `@degentip !tip @user <amount>`

I was personally very confused on how $DEGEN worked so I wrote this to help myself thing about it and help out new folks.
