- abundance of places. 

Basically, cities with a high concentration of amazing restaurants and a HUGE chance that any random spot you enter will have incredibly tasty and affordable food.

You're forgetting Paris. 

The quality/price/diversity/abundance ratio is unparalleled.

I'm planning to visit Tokyo next year. I had no idea food was that cheap, especially when you see the cost of accomodations

Ok, I love Paris and the food too. But there is no chance it levels with a place like Tokyo where you can have full unforgettable meals for less than 8 euros. If your budget is as low as 20 you can get almost anything in any restaurant. In Paris you can't enter a random place and leave happy and full with that little.
