2/ If you want the best devex for normal `CREATE2` deployments, I shill my Hardhat plugin `xdeployer`: https://github.com/pcaversaccio/xdeployer, which let's you now deploy via one simple command on 70 EVM chains: `npx hardhat xdeploy`.
