I can understand the brazillian's government point in this matter, but the fine threat crossed the line in my opinion.

Punishing citizens because you're beefing with a foreign billionaire is nothing short of dictatorial.

We should not comply.

It’s unlikely but possible! One of the possible ways could be if Twitter decided to cooperate at a certain point with authorities and release a list of brazilian accounts accessing it during the ban. They can also monitor users using vpns, without knowing exactly what they are accessing, but crossing data.
