Many compliments in GLOW go unread, even though @glowbot tags recipients in a cast. Why can't see people that they were tagged? Any ideas on improving notifications so more people see their messages?

My guess is that they're not landing on the "priority" tab of notifications unless the person is already following glowbot, but I am no expert on the algo here
