I'm starting to not enjoy the precedent set w/ rewarding Nouns via onchain props. There isn't a good heuristic for what level of contribution/impact warrants a Noun. It's fully vibes based atm, and it feels way more *personal* than other props (i.e. you feel worse about voting No). Prefer PH rounds/NounerScout

FWIW we haven't seen if PH "works" for this either yet so it will be good to see how nouner scout goes

Also — Nouner scout rounds are NOT designed for retro rewards of existing contributors though. Need a separate round for this.
