What about issue complexity? I see priority but not complexity I used to work with Fibonacci sequence / sprint points. How do you determine complexity?

This priority is the only thing that almost never works in my experience. Usually too many "super important" things to do. That's why scrum has sorted backlog (order you take the stories is from top). Also, I'm still a fan of estimation. Not for planning purposes, but as an incentive to start discussion.
