Is there a way to make a frame / NFT that is a snippet of code.

Like, you only get access to the code snippet (Javascript for example) if someone mints?

Use a dummy URI pre mint and after mint, replace it with the URI that has the code. 

To make sure you are not changing the code you can use ZKP that gets verified on the contract.

Pre-Mint:  The URI has a proof that can be verified by the prospect buyer using a function that you minting smart contract provides, and it proves for sure that you have this code. (Don’t stress too much about the workings, you can take a help of someone who knows about ZKP)
