I worry that step 1 might incentivize people with the badge to ignore people without the badge, making it harder for them to get the badge.

The issue is, power badge users won't see non power badge users interacts at all!

many of us have adjusted out settings to view all comments. But the default is to filter them out. Becoming a top caster in a channel outweighs this tho and will help your interaction heavily. So choose 1-2 channels to be you main hang outs and be very active
