1) increase tarrifs, this will slow the economy and have inflationary but recessionary effects 

2) fed is forced to stimulate and (lower rates) raising any further would cause a recession

3) refinance the national debt at the new lower rates 

4) reduce taxes heavily (wage growth) and keep stimulating 

5) balance tarrifs, tax cuts and interest rates to drive the next growth phase
