Brazil blocked X. How would things have played out differently if it were Farcaster instead?

Farcaster is the immutable permissionless protocol. They could demand censorship on Warpcast (app layer), but the protocol is censorship resistant, so not really anything they could do about it.

So would the solution be to quickly spin up another client at the app level as soon as Warpcast goes dark? How would the gov't try to stop it. Make it a crime to create apps? Interesting thought experiment.

Yes they could make it a crime to create apps that display uncensored content, but apps could be developed and accessed anonymously. Only problem at that point is you lose social consensus aka trust.
