In Milgram's experiment, 65% of participants administered the maximum shocks, following orders even when it conflicted with their conscience. This means that only ~35% of society can resist authority and prevent bad things from happening. https://www.simplypsychology.org/milgram.html

To change this society would need to instill critical thinking skills from an early age, encouraging individuals to question authority rather than blindly follow it. The public education system would need to prioritize reasoning, skepticism, and ethical decision-making over rote memorization and compliance. Alongside critical thinking, ethics should be a core part of a curricula, with a focus on moral responsibility. People need to be taught that they are accountable for their actions, even when under the command of authority. Since many parents, parent poorly only public education can keep people from being born into groups like the US MAGA movement.
