does it make sense to try and get adoption on L2 first. i don’t recall seeing too much deviation in terms of a universal L2 implementing cfi level eips ahead of L1. 

i think fuel v2 is building their vm with this general principle iiuc, but curious if the superchain can become a home to innovation in this way. wdyt?

would be very cool to see an evm rollup implement all of the relevant cfi level eips before the base layer to see how it goes and if the new el feature works as envisioned.

this isn’t a canary network thing even if its viewed that way. it opens up innovation and allows for beneficial feedback loops to form between rollup and base layer innovation.

i think the new rollup improvement proposal, see rip 7560, is also a step in the right direction where teams can coordinate on innovative rips, starting the feedback loop.
