does the user care about what da layer their favorite rollup is using or will they choose a rollup based on fees or overall UX?

They really won’t care until they do. It’s only a specific subset of users (but maybe a majority of liquidity?) that will need forced inclusion as a non-negotiable.

good point. its interesting to think bout. considering the emergence of cctp with native stables for rollups and potentially forced inclusion mechanisms from one rollup to another, you are really only screwed if its eth or erc-20/721/1155/etc.

another thing to consider is validium with a fallback to rollup mode. should the da layer withhold data could fallback to a based rollup from the last available block height. not sure how this construction would work but seems possible based on blog/forum posts.
