Problem: when creating a new coinbase smart wallet, I can't sign a USDC permit (eip712) message for offchain allowance. It seems usdc expects the smart wallet code to be deployed to the blockchain in order to verify the signature(else it verifies it as an EOA sig), but a smart wallets code doesn't deploy until the owner initiates a transaction. 

Prize: $40usdc 

Can anyone force the smart wallets code to deploy to the blockchain without the owner taking any actions except signing an erc20 permit message?
