My own PC, excluding peripherals, would cost 695€ to make today, all the parts are still available, and has a power nearly identical to the PS5 Pro: GPU Radeon RX 6000, CPU Ryzen 5 5600. The rest is up to you to modulate, but you can absolutely have a fully capable PC under 1k.
