Tried it again last week for the first time since launch day and it's still hilariously bad. Shoot at at the ground and watch people aimlessly run back and forth in front of you.

That's fair. I'll try again and just approach it as story mode on rails vs GTA

if you can get past the surface level glitches and keep yourself immersed it’s a really great game. especially with phantom liberty
