I think in the US the problem is with regulations and subsidies, and lack thereof. Small scale farmers have been suffering since the Clinton era farm bill, while industrial scale pesticide ridden corn and potato farms boom.

It's just what happened. Removal of small farm subsidies has forced many farms to sell their land to corporations, or toil for small profits forever. This is a big part of why our cheapest food supply has been largely unhealthy processed food since then.
