Yep licensing is a pain. I've been running around town like a maniac this week to get mine in order before the Boston Marathon on Monday. I don't think a single pedicab driver would tell you not to smoke a J in the back, but best to ask 😅 you'll literally see guys selling weed on foldout tables in busy parts of Manhattan and the cops ignore them.
