During the Northern Song Dynasty, the mainland of Shanghai was divided into Huating County and Kunshan County, and the Chongming area belonged to Haimen County. In the second year of Chunhua in the Northern Song Dynasty, due to the continuous silting of the upper reaches of the Songjiang River and the eastward movement of the coastline, it was inconvenient for large ships to enter and exit, so foreign ships had to anchor on a tributary of the Songjiang River, "Shanghai Pu". In the tenth year of Xining in the Northern Song Dynasty, Shanghai affairs were set up. On the ninth day of December in the tenth year of Jiading in the Southern Song Dynasty, Jiading County was established, and there were two independent administrative divisions in Shanghai. In the third year of Xianchun in the Southern Song Dynasty, a town was set up on the west bank of Puxi, Shanghai, and named it "Shanghai Town".
