the easier one is “transaction are x% cheaper due to 4844 the harder one would be quantifying the induced demand. can we tell if there is new activity due to arbitrage transactions being cheaper?

Yeah those two questions are likely dependent on each other, which is hard. We will find ~some blob gas price equilibrium based on demand that we don’t know yet (but we can guess based on a few possible scenarios). Definitely possible to get a proxy for arb activity (by tx frequency) though.
