According to Article 22 of the International Covenant on Civil and Political Rights (ICCPR), no restrictions may be placed on the exercise of the right to freedom of association with others, except those prescribed by law and necessary in a democratic society in the interests of national security or public safety, public order, the protection of public health or morals, or the protection of the rights and freedoms of others. This emphasizes that collective punishment or restriction based on nationality—such as denying access to services solely because someone is from a certain country—is not in line with international human rights standards, especially when the people themselves are not involved in political decisions.
