Why is ERC4337 in The splurge? Many teams have it in production now on mainnet, L2’s, etc. unless this is referring to making this fully native to EOAs like on starknet.

That's why the boxes are more than half full! It's in the splurge because it doesn't fit into any of of the other categories (PoS, scaling, reducing client costs, economic centralization, protocol simplification)
