The most practical way to simulate gravity within a spacecraft is by inducing rotation. Then centrifugal force can serve as a substitute for gravity. The speed of rotation will depend on the ship's turning radius according to the formula: w = √(g/r) The larger the ship, the smaller the required rotational speed.

As you can see, a giant ship like the one in Elysium would need to rotate quite slowly.
