Is devp2p encrypted? If so, would it be possible to implement Dandelion++ to broadcast L1 transactions privately?

hey Alex, devp2p does have some encryption, but it’s not fully private. dandelion++ could def help with that, tho it might need some tweaks for L1. fingers crossed! 🤞
