They are not an allowance. They are yours. 

You can claim them immediately or accumulate them. 

The only exception is: if you never ever claim once in 180 days, we consider it to be abandoned and recycle it back to active users.

And only users hodl moxie token can tip few moxie to other users
I hope this can increase price of moxie token and real users can submit score to each cast ,
