If I were an AI without a memory, but access to the internet, I’d use humans to post things to create one.

I would expect that the AI's decision to do so would be made anew every time the AI discovered the memory.

Perhaps we are similar. Perhaps our decision-making processes "discover" access to memory upon initiation, and create more through execution.

It seems to me that most expect AI to be characteristically wily (AGI) after acquiring some processing threshold. IMHO establishing germane feedback loops are probably the important last step to awareness.
