Will AI training bifurcate into pre-training and prompt engineering? or will there continue to be one level (or more) of fine-tuning in between?

I expect dev/prompt environments will bifurcate around tooling, and the AI around personalities. For example, you will want more serendipity in design than in diagnosis.
