I’d expect both approaches to keep alignment higher. But I’d expect the waiting period to nerf arbitrage and make the process of purging infrequent.

Sure. With the WP, if you are becoming a noun, you likely find value in the current state. If your motivation is to extract value by becoming a noun, it is difficult. If you do support a fork, it likely means you have become dissatisfied with developments during the WP.

The WP might reduce some perceived value of nouns, but value mostly due to the ability to fork the current state.
