One point of leverage here is the use of token-bound smart accounts to allow the composition of various representations of places within other systems of governance.

IME municipal orgs and utilities are really open to tools like NFT protocols for simple purposes. It's a good way to begin embedding dgov primitives into infrastructure without big, disruptive changes.
