Incorrect (luckily). Many supplements are well studied to have effects with a dose/response ratio. Examples: - creatine = power - DHA over 1500mg a day for cognitive enhancement - theanine = anxiety reduction in caffeine sensitive people (yours truly) I guess it depends on your definition of supplement.
