Finding a way to correlate voting power with actual usage without running an actual node is a powerful concept

If you have light clients collecting proofs from full nodes it could be doable

With BFT ID, 2/3 trust in the nature of *one entity, one vote* can be established. From there, infra can be governed with trust-minimization (and democracy).
