When terrestrial governments start to take notice that people are more aligned with their network state than physical state, will the stage be set for some kind of conflict? And if so, what’s a network state to do? Become a political party?

I do think a political movement is intermediate between an online community and a network state. Whether that’s a *party* or not in any specific country is TBD, but that’s certainly an option.
