If I deploy a static page on IPFS and use my ENS to point to it how can that static page consume data from EVM without the need of a centralized API? Why is there no decentralized API for EVM which I could just pay with some token from time to time and then will work as long as the token stash is there for it?

Could you give more details perhaps? If I understand correctly you’re referring to an RPC, a node that you can use to interact with the network. There are paid options, but there are also public RPCs that are just a little more clunky. Depending on your needs it could all be OSS and free.

May goal would be a page with interacts with an EVM chain and depolyed to IPFS and last for 10 years without any update or change. Maybe the graph is the only option? But graphs are a pain to build. On problem is that on ipfs you can't hide an API key, because the key needs to be deployed too.

You may not need an API key. If you have the contract ABI you can simply use a library like Viem.sh to connect to the contract. If you’re only making read calls you can use the public client https://viem.sh/docs/clients/public.html
